"Problems in Programming" is a peer-reviewed scientific journal that publishes original and review articles on the main problems of programming in the following thematic areas:

Peer Review Process
SUBMITION OF ARTICLES AND REVIEWING
Submissions of articles for publication in the journal "Problems in Programming" are reviewed by the editorial board. Only those articles that meet the editorial requirements and are consistent with the goals and thematic areas of the journal are submitted for review.
After the decision to submit articles for review is made, the authors of the articles receive a notification by e-mail. As a rule, the author receives a response from the editorial board within 10 days.
All articles are submitted for double reviewing: to internal and external reviewers. According to the editorial policy, the surnames and names of the authors remain unknown to the reviewers. Similarly, the surnames of the reviewers are not disclosed to the authors, except if the reviewers themselves consider it necessary to contact the author directly.
Additional reviewers may be involved if necessary, and the editorial board informs the authors about this.
The process of internal and external review usually lasts up to 10 days. If necessary, the article after review is sent to the authors for revision in accordance with the comments made.
The editorial board reviews the revised article within a week and makes a decision on publication/refusal of publication. In some cases, the revised version of the article may be sent to the same reviewer for re-review. A cover letter should be attached to the revised version of the article, which contains item-by-item responses to the reviewer's comments and corrections made.
The final decision on acceptance of the article for publication is made by the editorial board, which is notified to the authors.
PUBLISHER ETHICS
The Institute of Software Systems of the National Academy of Sciences of Ukraine, as the publisher of the scientific journal "Problems in Programming", supports Elsevier's policy in the field of publishing ethics and adheres to the principles developed by the Committee on Ethics of Scientific Publications (COPE)
The publisher of the journal "Problems in Programming" expects that the editorial board, authors and reviewers will adhere to high standards of publishing ethics. We encourage members of the editorial board, authors and reviewers to cooperate in accordance with the Code of Conduct adopted by COPE.
In the process of forming and publishing the journal, the publisher complies with relevant laws and regulations on the protection of intellectual property rights and copyrights.
Ethical obligations of authors
Authors must adhere to high standards of publishing ethics, maintain proper communication with the editorial board, the publisher and their co-authors. Authors must refrain from distorting the results of research that could discredit the journal, undermine confidence in the professionalism of scientific authorship and, as a result, in all scientific activity.
We consider the following unacceptable:
(1) Plagiarism (and self-plagiarism) - full or partial use of materials without appropriate reference. All citations must be accurate and correspond to the basic text. The author must guarantee the originality of the research, the independence of the main provisions and conclusions of the work. The requirement must be met that the article or its part has not been previously published, and that there is no other agreement for the publication of the work or its part. The manuscript cannot be under consideration elsewhere at the same time.
(2) Falsification or fabrication of data. When preparing an article, the author should avoid any fabrication of data or manipulation of them in order to prove conclusions. Fabrication, falsification or selective presentation of data with the aim of misleading the scientific community is unethical and should be strictly condemned if detected. As well as illegal borrowing of other people's data or research results.
(3) Appropriation of someone else's work. All authors of a given article should be included in the list of co-authors. It is advisable to express gratitude to organizations and individuals who contributed to the preparation of materials in one way or another. The work of other scientists that preceded the research and created the prerequisites for this publication, influenced the direction and course of the research should be noted.
(4) Intentional exclusion of information about financial support will be considered a conflict of interest. The author should openly report any conflict of interest - for example, if the publications were for the benefit of a company or these are services in which the author(s) has a personal interest.
The manuscript should be approved by all co-authors and the responsible governing bodies of the institution or organization where the work was carried out.
In addition to being responsible for those parts of the work that the corresponding author has performed himself/herself, he/she should be able to identify the specific contributions of his/her co-authors. In addition, authors should be confident in the integrity of the contributions of their co-authors.
Adding or removing authors during the final stage of the article may be justified on reasonable grounds. The revised manuscript should be accompanied by a letter explaining the role of the addition and/or removal of the author(s).
If authors discover serious errors in their work, they should notify the editorial board as soon as possible so that the work can be corrected, withdrawn, or a retraction or typographical error can be published.
Ethical obligations of the editorial board members
The editorial board of the journal "Problems in Programming" must constantly work to improve the content level of the publication.
Editorial board members are obliged to ensure the confidentiality of all received materials and their content, at least until they are accepted for publication. Editorial board members are prohibited from providing information about manuscripts to third-party organizations and individuals. Information about the stage of consideration, content and status in the review process, about the comments of reviewers and about the final fate of manuscripts is possible only with authors and reviewers.
In addition, none of the editorial board members may use the information, evidence base and conclusions of an unpublished manuscript for their own research or transfer them to a third party.
Ethical obligations of reviewers
Manuscripts received by the editorial office are subject to mandatory internal and external review. The editorial board of the journal "Problems in Programming" expects reviewers to adhere to high standards of editorial ethics.
Reviewers should agree to review only those works in which they are experts and which they are able to process within the established deadline.
It is expected that reviewers will be open to friendly cooperation with the publisher, will be disposed to conscientiously and responsibly review submitted articles, and provide reviews within the established deadlines. Reviewers' comments should be constructive, honest, and polite.
Reviewers should adhere to the principle of strict confidentiality, and accordingly preserve manuscripts, related materials, and information about them. Reviewers should not publicly discuss the work of authors and disclose their ideas before publication of the manuscript. Reviewers should not keep the manuscript for personal use and should destroy paper and delete electronic copies of manuscripts after providing a review.
Reviewers must inform the editorial board of any conflict of interest that may affect their opinion of the manuscript. If there are grounds for bias, they should independently refuse to review. Reviewers must not use information about the work they are reviewing for their own benefit before it is published.
Reviewers must inform the editorial board of any violations of publishing ethics by the author(s) they discover. These may include: plagiarism, self-plagiarism, dishonest manipulation of images/photographs/drawings, biased reference list, duplication of publication, reuse of data from a previous publication without appropriate references, unoriginality of the publication, implicit conflicts of interest, etc.

Open Access Policy
The editorial board of the journal "Problems in Programming" supports the Budapest Open Access Initiative (BOAI) (Budapest Open Access Initiative), which is aimed at the free and free dissemination of scientific knowledge: everyone can read, download, copy, distribute, print, search, or refer to the full texts of articles, or use them for any other lawful purpose, without asking prior permission from the publisher or author.
Articles published in the journal "Problems in Programming" are open access articles. This involves their distribution in accordance with the requirements and terms of the Creative Commons Attribution License (CC BY 4.0). The editorial board of the journal is consistently and invariably guided by the principle of accessibility of the content of the periodical, which should ensure the unhindered dissemination of scientific research results, global knowledge exchange, and increase the readership. Further use and distribution of publications by users is possible if a link to the authors of the articles and the periodical is provided.
The journal reserves the exclusive right to primary publication in non-electronic form and the perpetual non-exclusive right to distribute the published material in any alternative form. The published version of the article may be deposited by the authors in institutional or public repositories immediately after publication with a mandatory link to the journal's web resource page where the article is posted.
The purpose and objectives of the scientific publication
The purpose of the journal "Problems in Programming" is:
Creating a harmonious blend of science, education, industry, business, humanism, patriotism, uniting people who are interested in the nation's IT achievements in the scientific areas of Information Technologies regarding the development of programming technologies, development, quality assurance, standardization and certification of software systems; creating complex computer systems and models, in particular parallel and distributed; creating intelligent information systems, data banks and knowledge; digital transformation of society.
The objectives of the journal "Problems in Programming":
1. International activities
- Activate the expansion of scientific contacts with foreign scientific and educational organizations.
- Systematize the work on collecting and regularly updating information on scientific and educational projects at the Institute of Information Technology of the National Academy of Sciences of Ukraine that require funding from international grants; facilitate the search for partners.
- To ensure the implementation of the principles of open science in scientific research in the areas of Information Technology.
2. Education
- To educate participants in the educational process in the inadmissibility of plagiarism, inadmissibility of writing dissertations and publications using artificial intelligence, and inadmissibility of other manifestations of academic dishonesty.
3. Science
- To carry out scientific research in priority areas, taking into account the needs of society and the scientific potential of the IPS of NASU, developing interdisciplinarity and innovation.
- The highest priority is given to research on ensuring the country's defense capability and its post-war recovery using information technology, in particular computer science methods.
- To intensify fundamental and applied research on the development of machine learning and artificial intelligence technology.
- To promote the formation and development of scientific schools.
- To ensure the intensification of international publication activity of scientists and postgraduates of the IPS of NASU.
- To work out the issue of the possibility of including the journal in international scientometric databases.

Complaints and Appeals
When considering complaints and appeals, the editorial board of the journal adheres to the relevant rules of the Committee on Publication Ethics (COPE).
Review procedure
In the event of filing complaints and/or appeals against the decisions of the editorial board, the following review procedure is applied.
- Any complaint or appeal is first considered by the editor-in-chief, who is responsible for the journal, and/or a reviewer who directly participated in the editorial process.
- The editor-in-chief of the publication may involve in consideration two members of the editorial board who have relevant experience in participating in the editorial boards of other publications and whose experience and knowledge can help in resolving the dispute and properly clarifying the circumstances described in the appeal, as well as in the proper application of the editorial policy and rules of publication ethics of the journal.
- If the participation of the above-mentioned editorial staff or their actions (or inaction) are the subject of a complaint, the complainant must contact the Ethics Committee of the Institute of Software Systems of the NAS of Ukraine. The complaint is considered at a meeting of the Institute's Ethics Committee with the participation of the editor-in-chief of the publication.
When considering complaints and/or appeals, the following rules should be observed:
- mutual respect for all participants in the editorial process, presumption of their proper and conscientious behavior until proven otherwise;
- providing all interested parties with the right to present their arguments in support of or refutation of the stated requirements;
- due notification of the participants in the editorial process regarding the receipt and consideration of such an appeal that will affect their rights and/or interests;
- directing the process of resolving any dispute through the search for compromise and mutual understanding.
The editor-in-chief or responsible editor must adhere to the recommendations of the Committee on Publication Ethics COPE, European Association of Scientific Editors EASE, Council of Scientific Editors CSE and the principles Journal's Publishing Ethics.
The final decision to reject a complaint/appeal cannot be reversed or appealed. The editorial board does not correspond with the authors of a rejected manuscript after such a decision.
Declaration on the Terms of Use of Artificial Intelligence
DECLARATION ON THE TERMS OF USE OF ARTIFICIAL INTELLIGENCE AND TECHNOLOGIES WITH THE SUPPORT OF ARTIFICIAL INTELLIGENCE
The Editorial Board of the journal "Problems in Programming" confirms its commitment to the principles of academic integrity, publication ethics and transparency in manuscript processing. In view of this, this declaration on the use of artificial intelligence (AI) technologies is published.
1. General provisions
Artificial intelligence (hereinafter referred to as AI) within the framework of this declaration is considered as a set of digital systems capable of generating text or other scientific content, automatically reviewing manuscripts, forming conclusions or making decisions that usually require human participation.
2. Policy on the use of AI
2.1. Authors
- Authors are required to indicate the fact of using AI (e.g., ChatGPT, Copilot Claude, etc.) when preparing the manuscript in the appropriate section (e.g., at the end of the article or in the "Acknowledgements" section).
- It is prohibited to present content generated by AI without proper verification, editing and conscious responsibility of the author.
- The author is solely responsible for the content of the article, the reliability of the data and compliance with ethical standards, even in cases where AI is involved.
2.2. Reviewers
- The use of AI to prepare a review is allowed only with the written permission of the editorial office.
- Reviewers must indicate if artificial intelligence tools were used to form the review.
2.3. Editorial Board
- The Editorial Board may use AI tools exclusively for auxiliary analysis of texts (e.g., plagiarism detection, language checking).
- Automated systems do not make decisions on acceptance/rejection of manuscripts - this is the exclusive prerogative of a person.
3.Ethical principles
- The use of AI should not violate the requirements of academic integrity, copyright, confidentiality and cannot be used to manipulate the results of review or authorship.
- Any violations related to the hidden or improper use of AI will be considered as a potential violation of publication ethics.
4. Updating the declaration
The declaration is subject to revision in the event of changes in international practice, COPE regulations or regulatory documents of the Ministry of Education and Science of Ukraine.
Compliance with the principles of international organizations
COMPLIANCE WITH THE PRINCIPLES AND RECOMMENDATIONS OF LEADING INTERNATIONAL ORGANIZATIONS AND DECLARATIONS
The journal "Problems in Programming" is guided by the highest standards of publishing ethics and academic integrity in its activities, adhering to the principles and recommendations of leading international organizations and declarations. The journal's commitment to these standards ensures the trust of readers, authors, and the scientific community in the quality and ethics of the journal's publications.
The journal fully supports the Declaration on Research Assessment (DORA) and Francisco Declaration on Research Assessment, and commits to focusing primarily on scientific content rather than on quantitative indicators of the publication or journal, promoting a variety of assessment metrics, including alternative indicators (altmetrics), taking into account different types of research outputs (data, software, patents, etc.), supporting and encouraging authors to open access and open science. Publication decisions are made solely on the basis of scientific quality and novelty, refusing to discriminate on the basis of the "prestige" of the author(s)' previous publications.
The editorial board of the journal "Problems in Programming" recognizes the value of the recommendations of the World Association of Medical Editors (WAME) for ensuring high standards of scientific publishing:
Conflicts of interest: clear definition and declaration of financial and non-financial conflicts of interest, transparency regarding sources of research funding, independence of editorial decisions from commercial interests.
Reporting standards: compliance with international reporting standards (CONSORT, STROBE, PRISMA, etc.), full disclosure of the methodology and limitations of the study, ensuring reproducibility of results.
Reviewing policy: In accordance with WAME recommendations, the journal carries out mandatory double-blind review.
The editorial board of the journal implements a policy of research data management and use in accordance with the FAIR Guidelines (Findability, Accessibility, Interoperability, Reusability) - one of the key tasks of the global academic community in the context of global challenges, overcoming unequal access to scientific knowledge, rapid dissemination of research results, strengthening practices of cooperation, transparency and inclusiveness in scientific, technical and innovative activities.
To fulfill these tasks, the Institute of Software Systems of the NAS of Ukraine has developed a search system (http://research.nbuv.gov.ua/sites/default/files/Kontsep_OS_NANU_2023_0.pdf) in open access publications archives to integrate information resources of electronic libraries of Ukraine in order to provide a single point of entry, search and download of electronic documents.
The journal "Problems in Programming" meets the basic DOAJ (Directory of Open Access Journals) criteria for inclusion in the DOAJ Open Access Journals Directory - a kind of intermediate step between regular journal directories and the two most authoritative international scientometric databases Scopus and Web of Science.

COST OF PUBLICATION OF SCIENTIFIC ARTICLES IN THE JOURNAL "PROBLEMS IN PROGRAMMING"
he editorial board of the journal "Problems in Programming" supports the Budapest Open Access Initiative (BOAI) and the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities, aimed at the free and free dissemination of scientific knowledge: everyone can read, download, copy, distribute, print, search, or refer to the full texts of articles, or use them for any other lawful purpose, without asking prior permission from the publisher or author.
To ensure free access to the scientific content of the journal for readers, the editorial board of the journal has adopted the "golden" financial model of open access, under which:
a scientific work becomes publicly available immediately after publication in the journal;
the author of the work pays in advance an "article processing charge" (APC) - a fee for publishing an article to compensate for the costs of publishing, printing, registration in systems, and storing content in the open access (hosting);
at the same time, researchers retain copyright and have the option of choosing a free Creative Commons Attribution License (CC BY 4.0).

The author's fee is paid for each publication, regardless of the number of authors, by the authorized representative of the author (team of authors).
The amount of the author's fee for citizens of Ukraine is:
publication (Short paper 6-9 pages) - 900 UAH.
publication (Regular paper 10-16 pages) - 900 UAH + 100 UAH for each page over 9 pages.
Only scientific articles, the authors of which are exclusively postgraduate students of the Institute of Programming of the National Academy of Sciences of Ukraine and/or members of the editorial board of the journal "Problems in Programming" and/or foreign authors, are exempt from author's fees.
The editorial board of the journal, based on the corresponding application of the author, has the right to reduce the amount of author's fee for authors who are in a combat zone.
Author's fees are paid only after the editor makes a decision to publish the article. In case of withdrawal of the article, the author's fee is not returned. The journal's editorial office provides the details together with the notification of acceptance of the publication for printing.
The author's fee may change depending on the dynamics of changes in the journal's expenses. A change in the amount of author's fee may apply only to articles sent to the issue following the current one.
Payment of the author's fee is an acceptance (consent) to the terms of the Public Offer Agreement, without its written signing by the Parties.
Article Retraction Procedure
PROCEDURE FOR RETRACTING PUBLISHED ARTICLES
Retraction of published scientific work is a method of correcting published information and notifying readers that a scientific article contains significant errors or inaccurate data that cannot be relied on. These inaccuracies can arise both from unintentional errors and from intentional violations.
The main purpose of retraction is to correct published information and preserve its integrity, and not to punish authors who have committed violations.
The retraction process can be initiated by authors, the journal editorial board, readers, or authorized persons.
The procedure for retracting published articles is based on the current COPE Recommendations for Retracting Articles.
If the editorial board or a reviewer or readers identify dishonesty in the materials of the article, they act according to the COPE algorithms COPE algorithms in accordance with the specifics of the violations identified.
If an author or a team of authors wishes to withdraw their article, they must send a letter to the official email address of the editorial board with a request for withdrawal, explaining all the circumstances of their decision. After considering such a letter, the editorial board, if it agrees to the withdrawal, carries out the withdrawal procedure.
At the end of the withdrawal procedure, the Standardized EASE Withdrawal Form, is filled out, the article itself remains on the journal website, but with the mark "WITHDRAWN/RETRACTED" and the corresponding date of withdrawal, and information about the withdrawal is published in the nearest issue of the journal in the form of a Notice of Publication Withdrawal. The messages contain the necessary information that allows the article to be identified by electronic resources for indexing scientific periodicals.
PROCEDURE FOR CORRECTION OF PUBLISHED ARTICLES
This action is intended to notify readers of a significant error that has a negative impact on the articles officially published in the journal, or the scientific integrity of the article, or on the reputation of the authors or the journal.
Corrections to peer-reviewed content are divided into:
Publisher's correction ("erratum"): an error made by the journal staff.
Author's correction("corrigendum"): an error made by the authors.
Supplement: an addition to an article by its authors to explain inconsistencies, expand on existing work, or otherwise clarify or update information in the main work.
The journal expects authors to inform the editor-in-chief of the journal of any serious error or inaccuracy in their article after it is published online.
Corrections are made at the discretion of the journal, sometimes with the advice of reviewers, members of the editorial board. The editorial board publishes a correction if it is determined that the scientific community would be better served by a correction than by a withdrawal of the article. The editors contact the authors of the relevant article with a request for clarification, but the final decision on whether to make a correction, and if so, what type, remains with the editors.
The correction notice is published as soon as possible. The online version of the article will be linked to the Erratum Corrigendum and vice versa. Published corrections are assigned a DOI.
Review of appeals
PROCEDURE FOR IDENTIFICATION AND REVIEW OF INFORMATION OR APPEALS ABOUT VIOLATIONS OF THE REQUIREMENTS OF THE PROCEDURE FOR FORMING THE LIST OF SCIENTIFIC SPECIALIST PUBLICATIONS OF UKRAINE, ELIMINATION OF SUCH VIOLATIONS, COMPLAINTS AND APPEALS
The editorial board of the journal "Problems in Programming" constantly monitors compliance with the requirements of the Procedure for Forming the List of Scientific Speciality Publications of Ukraine, including by reviewing information and appeals about possible violations of the requirements of this Procedure in compliance with the following procedures:
Acceptance and registration of information and appeals
A report about a violation can be either anonymous or come from a specific person or institution. For anonymous reports, it is important that they contain factual data about a specific violation.
Preliminary verification
The information received is checked for accuracy and the presence of grounds for further consideration.
Identification of violations
The presence of violations of the requirements specified in the Procedure is analyzed.
Consideration and elimination of the violation
Based on the inspection, the editor-in-chief of the journal makes a decision on the presence of violations and takes measures to eliminate them. If violations are confirmed, appropriate procedures may be initiated to bring the guilty to responsibility provided for by the legislation of Ukraine.
Based on the results of consideration of the information (application), a response is provided to written non-anonymous information (application) within the time limits specified by the legislation of Ukraine.
